Congress reaches early deal to fund government, races to avert shutdown

Democrats and Republicans released no details of their ‘framework’ as work proceeds to pass a spending bill

Top Democrats and Republicans announced late Tuesday that they had reached an early “framework” to fund the government through most of 2023, clinching an important first milestone in the race to stave off a looming shutdown.

The agreement — the details of which were not immediately made public — opened the door for lawmakers to try to boost domestic and defense spending and avert a showdown between President Biden and an incoming Republican-led House next year.
